CORRECT TECH ON HOLOGRAPHIC INCIDENT HANDLING

The last revision of the HOLOGRAPHIC INCIDENT HANDLING PROCEDURE from 21 June 2000, question 7 asks:
“Holographically experience what happened from that point to present time, telling me what occurred as you go.”
What I don't get is "to present time", maybe an old datum from the earlier tech is still in place when they said to run to the end of the incident and then repeat, so how is the correct way to run it?
My answer in reply is this:
Ahh, clever question!
In fact, Hubbard's "to the end of the incident" is really dumb, because when you handle incidents that way, that's where you end up positioned and can get stuck thinking that's the right or best place to be located . . . NOPE!!
The right and correct place to be and operate from is HERE IN THE PRESENT . . . AND THAT IS WHY IT IS WISE, BEST AND PROPER TO CLEAN THE INCIDENT AND ITS AFTERMATH FROM THE BEGINNING OF THE INCIDENT TO PRESENT TIME.
Heavens knows what consequential changes developed after the incident that have carried to Present Time that should and need be dealt with.
